#012523: Offer hasConfigFile() in ezcConfigurationManager

Description:

The existing method hasSetting() throws an exception, if the configuration file does not exist. There is currently no way to check if the configuration file exists at all from the application.

A method like hasConfigFile() which just returns a boolean value indicating weather the config file exists would help here.

With dynamic configuration structures this currently requires the application developer to catch exceptions if he wants to check that.

afaict, ezcConfigurationIniReader->load() will raise an exception, so you can check for that before calling hasSetting().

What I find more strange is that ezcConfigurationIniReader->validate() does not...
