#013102: Axes extending beyond zero in line charts

In line charts the axes go beyond 0 into negative number space even when there's no negative data to display

In some cases this may make the chart look better graphically but I think it's wrong from a purist charting point of view and it would be really useful to be able to turn this on or off easily
