#013389: ezcWebdavBasicPathFactory should throw an exception if no correct URI is given to its ctor.

$pathFactory = new ezcWebdavBasicPathFactory( '/dav/index.php' );

Does not bail out, but gives some notices in later stages of the path factory run. The ctor should check if a valid URI is given.
