#013718: Include metadata about components, so that the version of eZ Components and individual components can be inspected

One method could be to include a simple xml file containing information such as name, version, etc. This information could be made available via an method in ezcBase, for instance:

$versionInfo = ezcBase::componentInfo( 'Template' );

If the template component is not installed the return value could be false.
