#014487: Enable ezcMailComposer to specify encoding for text and html parts

Description:

It is possible to specify a charset for the text and html parts of an email using ezcMailComposer, but it will always use the default encoding of 8bit when building the email body. This causes problems when sending UTF-8 text via SMTP servers that only really support 7bit.

It looks like it would be fairly simple to add an option to ezcMailComposer to specify an encoding for the body that would be passed in the calls to ezcMailText so that UTF-8 can be encoded as base64.
