#015262: improve docs for ezcTranslationComplementEmptyFilter / ezcTranslation::getTranslation exeptions

Description:

While the tutorial explains carefully that ezcTranslationComplementEmptyFilter works when you mark tranlsation string as 'unfinished', nowhere it states what happens when a translation string is missing: an exception is raised, and usage of ezcTranslationComplementEmptyFilter will not help at all in catching it...

Also the doc for the bork filter says: "The bork filter mangles non-finished or non-translated text so that it is obvious which text is translatable, but not yet translated."

Afaict, non-translated text raises an exception with the standard ts backend, and the bork filter is never used in such a case. Might also benefit of more detail...
