#016055: Error Message on Option Rule handling broken

The error message / exception message from the rule handling on missing required options changed from 2008.2 to 2009.2. The new output is flawed, e.g.:

The option 'phar' depends on the option 'output' to have a value in '' but this one was not submitted.
