#009124: edit language choice form has wrong ui_context

Description:

If you don't specify the ContentLanguageCode post variable when creating a new object, then you get a form to select a language (served by content/action). But the ui_context is not set to "edit" (or something else than "navigation"). The LastAccessesURI session variable will contain "/content/action".

The fix is fine. No UI items in content/action require non-edit context.
