#013931: Database connectivity issues should raise a specific error

eZ is pretty much dead if the Database cannot be accessed. Current this results in an "Error / kernel (1) Access denied' message which can be quite confusing. See: http://ez.no/developer/forum/install_configuration/error_kernel_1__2#msg175076
